i remember when dwight did this in the dunk contest and the broadcast brought up the exact definition of a dunk. they said its technically a dunk even tho they dont touch the rim.

Just my personal opinion, I always considered a dunk when the players actually touched the rim. I think both are throw ins but it is impressive either way.
